報(bào)關(guān)是指進(jìn)出口貨物收發(fā)貨人、進(jìn)出境運(yùn)輸工具負(fù)責(zé)人、進(jìn)出境物品所有人或者他們的代理人向海關(guān)辦理貨物、物品或運(yùn)輸工具進(jìn)出境手續(xù)及相關(guān)海關(guān)事務(wù)的過程，包括向海關(guān)申報(bào)、交驗(yàn)單據(jù)證件，并接受 海關(guān)的監(jiān)管和檢查等。報(bào)關(guān)是履行海關(guān)進(jìn)出境手續(xù)的必要環(huán)節(jié)之一。
海關(guān)監(jiān)管貨物 （cargo under customs supervision），在海關(guān)批準(zhǔn)范圍內(nèi)接受海關(guān)查驗(yàn)的進(jìn)出口、過境、轉(zhuǎn)運(yùn)、通關(guān)貨物，以及保稅貨物和其他尚未辦結(jié)海關(guān)手續(xù)的進(jìn)出境貨物。
